Senior Manager / Manager – Communications

Role :
The Senior Manager / Manager – Communications will support GovTech’s strategic communications, public outreach, and citizen engagement activities. The role is responsible for developing high-quality content, coordinating campaigns, managing digital and media outreach, and supporting the delivery of reform-focused communications and inclusion-focused citizen engagement programs. The position requires strong coordination skills, content development capabilities, stakeholder engagement, and experience working with external agencies and partners.
Your Responsibilities :
Strategic Communications
- Support implementation of GovTech’s communications and branding strategy, with clear, accessible, and inclusive messaging across Sinhala, Tamil, and English.
- Develop high-quality communication materials including press releases, speeches, presentations, media kits, infographics, and digital content.
- Coordinate media engagement activities and support management of relationships with journalists and media partners.
- Manage day-to-day operations of GovTech’s digital platforms, including website updates, social media content scheduling, performance monitoring, and community engagement.
- Work with internal teams to ensure consistent messaging across programs and reform initiatives.
Citizen Outreach & Engagement
- Support the design and implementation of citizen engagement initiatives, including awareness campaigns, consultations, community outreach, and feedback surveys.
- Coordinate with NGOs, local institutions, advocacy groups, and development partners to deliver outreach activities focused on inclusion and accessibility.
- Support gathering and analysis of citizen insights, partnering with research firms where required.
- Assist the Capacity Building team in delivering public awareness and digital literacy initiatives.
Stakeholder Coordination & Vendor Management
- Coordinate communications and reporting inputs with key government agencies, development partners, and internal project teams.
- Support the M&E team in preparing progress updates, briefs, and donor communication materials.
- Manage day-to-day interactions with PR/media firms, creative agencies, advocacy partners, survey firms, and other vendors to ensure timely and high-quality delivery of outputs.
- Represent GovTech at events and stakeholder sessions as required, maintaining professionalism and clarity in public-facing engagements.
Contract Type :
Full-time position on a three-year contract with six months probationary period, renewable subject to satisfactory performance and continued organizational need.
Qualifications, Experience and Competencies :
Qualifications:
- Bachelor’s degree or equivalent in Communications, Public Relations, Journalism, Marketing, English, Public Policy, or a related field.
- Professional qualification or Master’s degree in Strategic Communications, Public Policy, or Development Communication is an advantage..
Experience:
- Minimum 5 (Manager) to 7 (Senior Manager) years of progressive experience in communications, public affairs, or citizen engagement, including at least 2 (Manager) or 3 (Senior Manager) years in a managerial or senior communications role.
- Experience delivering integrated communications campaigns.
- Experience working with external agencies (PR, media, creative, advocacy, research).
- Experience in development, governance reform, or digital transformation is an advantage.
Competencies:
- Excellent written and verbal communication in English and Sinhala/Tamil.
- Strong content development, digital communication, and storytelling skills.
- Proven coordination and stakeholder management capabilities.
- Ability to translate complex technical or policy topics into accessible narratives.
- Highly organized, proactive, and able to thrive in a fast-paced environment.
